UMMARY
The crewing manager is to manage the overall recruitment, logistics, and administration of all sea staff for the vessels managed; supervise and lead the crewing team; devising/maintaining training budgets, performing appraisals, interfacing with Seamen’s Unions, liaising with charterers, handling crew disciplinary issues, coordinating with P&I clubs for claims, and appoint/monitor performance of marine travel agents locally/worldwide.
RESPONSIBILITIES
1. Head of the Crewing Department
2. Responsible for all crewing matters within the Group
3. Prepare marine personnel budgets and follow-up, keeping the Director informed about changes
4. Assist in preparing crew cost estimates
5. Recruitment and re-employment of all senior and junior officers or crew regardless of nationality
6. Contact with Seamen's Unions. Negotiate CBA's and present to the Director for final approval
7. Interviewing of potential new senior officers
8. Verify that the insurance cover as required for the officers and crew is according to the CBA or the individual contract is in line with the vessel's P&I coverage
9. Control the drug and alcohol testing for all vessels
10. Liaise with charterers in matters regarding senior officers, crew disputes
11. Be prepared to visit vessels with a particular crew problem for investigation
12. Collation of Crew P&I claim documents
13. Follow up all relevant CBA's, terms and conditions and changes if any. Notify as necessary
14. Ensure that the Master is informed and holds a copy of the CBA in question
15. Propose wage levels, terms and conditions for personnel not under CBA coverage, if required
16. Overall responsible for training and upgrading of marine crew
17. Advise the Director on training status needs and budget
18. Appoint crewing agents and ensure their compliance with PRL training requirements and needs
19. Visit manning agents and conduct internal audits, if required
20. Monitor and appoint medical institutions to perform pre or post medical in accordance with PRL requirements and standards
21. Negotiate and approve crew agency fees
22. Give advice and proposals on Cadet, Trainee and recruitment programs
23. Monitoring of crew appraisals and performance
24. Appoint and monitor performances of marine travel agents worldwide

Job requirement
KNOWLEDGE AND SKILL REQUIREMENTS
1. Diploma/Degree holder with relevant experience in marine crew recruitment
2. Must be a Master Mariner
3. Preferably with Offshore Vessels experiences (i.e. AWB, PSV, AHT, AHTS)
4. Strong interpersonal and negotiation skills
5. To maintain a good relationship with charterers, labour unions, authorities, crew agents and training centres, and act in the best interest of the organisation
6. At least 5 years in managerial role with ability to interact with all levels within the organisation
